(a) In evaluating applications, the department will consult with and consider the recommendations of the Alaska Veterans' Advisory Council and appropriate veterans' organizations. The department will respond to each applicant within 45 days after the deadline set in 10 AAC 30.030(b) for receiving applications. (b) For each grant application, the department will award a full or partial grant, deny the application, or request that the applicant submit additional information. As the department considers necessary to ensure compliance with AS 37.14.700 - 37.14.740 and this chapter and to most effectively further the purposes for which grants may be used under AS 37.14.730(b), and based upon the availability of appropriations, the merits of the proposal, and the merits of competing proposals, the department will make a grant award subject to one or more of the following conditions (1) revisions in the applicant's proposed budget or proposed project; (2) provision by the applicant of a match of up to 50 percent of the project's cost; the applicant's share of the cost of a project may be met with cash or with in-kind contributions, subject to the requirements of the grant agreement under 10 AAC 30.050.
