Title to the homesite parcel will be conveyed to the permit holder after all of the following have taken place, in accordance with AS 38.08.060(a): (1) the permit holder pays the total survey and platting costs due, as determined by the director; (2) the permit holder presents proof that a habitable, permanent, single-family dwelling has been constructed, evidenced by a certificate of inspection from an appropriate state or local official, or proof that the permit holder has requested an appropriate state or local official to make such an inspection; "habitable, permanent, single-family dwelling" means a structure or mobile home, suitable for year-round occupancy with at least 200 square feet of space built or placed on a permanent masonry or treated wood foundation, with sanitary facilities meeting Department of Environmental Conservation requirements, and meeting local building codes if applicable; (3) the permit holder presents proof that the parcel has been occupied by the permit holder or members of his household for a cumulative total of 35 months.
