(a) A homestead may be staked in an unlimited area at any time after the area is opened under 11 AAC 67.138(d). An entryperson must purchase a selection procedures packet for the area before staking. An application for a homestead entry permit must be filed no later than 15 days after the land is staked and the boundaries flagged as required by 11 AAC 67.143. (b) The director may temporarily suspend the sale of selection procedures packets for an unlimited area if the director determines, on the basis of the apparent density of entries, resource values, public safety hazards, selection conflicts, title defects, or similar resource management concerns, that the suspension is in the best interests of the state. If the sale of packets is suspended, the director shall specify a date on which sales of packets will resume if the area is not then closed to further staking or entry under 11 AAC 67.138(c).
