Section 13.02.190. Blind pedestrian devices and right-of-way.

(a) Every driver of a vehicle shall yield the right-of-way to a blind pedestrian carrying a visible white cane or accompanied by a guide dog. (b) A person who is not legally blind may not use a white cane or a guide dog for the purpose of securing the right-of-way provided by this section.
