In a formal hearing conducted under 15 AAC 05.010 and 15 AAC 05.030 - 15 AAC 05.040, the agency represents the public interest and is not a representative of an individual. When the agency participates in a formal hearing, the agency acts (1) to ensure that applicable law is properly applied; (2) in the best interests of the children; (3) to protect the state's financial interest in the case; and (4) to further the resolution of the controversy.
