(a) A longitudinal irrigation or drainage canal or ditch is not permitted within a department right-of-way unless the applicant can demonstrate to the department's satisfaction that an alternate location is not feasible and that the construction of the facility will not adversely affect the design, construction, maintenance, safety, and operation of the highway or other department structures. (b) Flume, pipe, or siphon crossings must be installed in accordance with 17 AAC 15.201(c). Crossings of canals and ditches may be made with bridges or culverts.
