(a) This section applies to personal property on an airport other than an aircraft or a vehicle. (b) A person may not leave personal property unattended on an airport, unless the person has permission to do so from a lessee, permittee, or concessionaire entitled to occupy the premises on which the property is left. The permission of a lessee, permittee, or concessionaire under this subsection is only valid if it is consistent with the terms of the relevant lease, permit, or concession. (c) An air carrier that finds or receives abandoned or lost property may, subject to any applicable requirement of federal or state law, follow its own procedures for handling abandoned or lost property. If abandoned or lost property is delivered to or collected by the airport manager, the manager shall follow the procedures in this section. (d) Except for property of negligible value or that appears to pose a risk to the security, maintenance, or operation of the airport, the airport manager shall record and store abandoned or lost property. Perishable property not redeemed within 24 hours and any other property not redeemed within 90 days after it is recorded and stored is considered permanently abandoned. Unless applicable law provides otherwise, the manager may sell, dispose of, destroy, donate, or retain for the department any property that is permanently abandoned. The manager shall deposit any proceeds from the disposition of abandoned property under this subsection into the revenue fund established under AS 37.15.430. (e) The airport manager shall donate abandoned or lost property to a charitable organization or discard it after holding it for at least five days if the manager determines that the property has only negligible value. (f) For purposes of this section, property that is unattended for longer than one hour is presumed to be abandoned or lost.
