Section 17.42.810. Application for a first amendment activity permit.

	(a)  A person must apply for and obtain a first amendment activity permit before conducting any first amendment activity at an airport. An applicant for a first amendment activity permit shall file a completed application on an airport form. The applicant must submit the form to the airport manager by mail or by delivery during normal airport business hours.  
	(b)  The application must include  
		(1) the full name, mailing address, and telephone number of  
			(A) the applicant and, if different from the applicant, any person sponsoring, promoting, or conducting the proposed activity;  
			(B) the individual submitting the application if the applicant is an organization; and  
			(C) each individual who will be responsible for supervising the proposed activity;  
		(2) documentation showing  
			(A) that the individual submitting the application has authority to represent the applicant and any organization sponsoring, promoting, or conducting the proposed activity; and  
			(B) that the applicant has the permission of any lessee, permittee, or concessionaire on whose premises activity under the permit will be conducted;  
		(3) a description of the proposed activity, including the dates and times during which the activity is to be conducted and the number of individuals to be involved at any time; and  
		(4) the purpose of the activity.  
	(c)  A person may receive more than one first amendment activity permit for the same or a related purpose in a calendar year so long as the cumulative period of the activity authorized under those permits does not exceed 60 days, unless no competing applications exist. For purposes of this subsection, a permit issued for a first amendment activity is considered received by the individual who signed the permit application and any person sponsoring, promoting, or conducting the proposed activity, as well as the applicant.
