An animal may be shipped into the state without a health certificate if (1) a permit obtained from the state veterinarian before shipment accompanies the shipment; (2) the waybill states that the animal is for immediate slaughter; (3) the animal is consigned to an official slaughter establishment operating under state or federal supervision; (4) the animal will be shipped directly to the consigned slaughter establishment; and (5) the animal will be slaughtered within 10 days after arrival at the consigned slaughter establishment or within an extended date granted by the state veterinarian.
