Section 18.72.500. Permit required.

	(a)  In addition to the plan approval required by 18 AAC 72.600, a person who disposes of nondomestic wastewater into or onto waters of the United States must have a permit issued by the department under 18 AAC 83 for that disposal. Except if an exemption under AS 46.03.100 applies, the department may require, as part of prior authorization under AS 46.03.100(b), a permit under this chapter for a person who disposes of nondomestic wastewater into or onto  
		(1) land in this state;  
		(2) state waters that are not waters of the United States; or  
		(3) groundwater in this state.  
	(b)  If the department determines that public health, public and private water systems, and the environment are adequately protected, and at the request of the applicant, the department will issue a project-wide permit under this chapter to a person who plans to conduct an operation with the same disposal characteristics at various discharge locations. As the department determines necessary to ensure compliance with this chapter and adequately protect public health, public and private water systems, and the environment, the department will  
		(1) require the submission of site-specific information, including plans, a schedule, and a description of all planned discharge activities, for approval as a condition of the project-wide permit; and  
		(2) restrict the project-wide permit to certain proposed discharge activities.   
	(c)  The applicant for or recipient of a permit or authorization shall pay any fee for the permit or authorization as required by 18 AAC 72.956, 18 AAC 72.957, or 18 AAC 72.959, as applicable.  
	(d)  Upon request of an applicant, the department may issue a permit issued under 18 AAC 83 that also includes the terms of an authorization required under 18 AAC 72.510 - 18 AAC 72.600 and serves as the authorization required under 18 AAC 72.510 - 18 AAC 72.600.
