(a) The purpose of this chapter is to protect public health and safety by establishing (1) standards for the design, construction, maintenance, and operation of a public water system; and (2) contaminant monitoring requirements for drinking water provided by a public water system. (b) The requirements of this chapter apply to the owner or operator of a (1) public water system; and (2) laboratory required to be certified under 18 AAC 80.1100 - 18 AAC 80.1110.
