The requirements of 40 C.F.R. 141.201 - 141.2 10 and Appendices A, B, and C to 40 C.F.R. 141, Subpart Q, adopted by reference in 18 AAC 80.010, apply to a  
		(1) community water system;  
		(2) non-transient non-community water system; and
