If an incumbent elected official uses campaign funds to communicate with constituents during a campaign, the official shall include the information required under AS 15.13.090(a) and 2 AAC 50.306 on the communication, and shall report the expense as a campaign expenditure. An incumbent elected official is not required to report the expense if (1) the official does not use campaign funds; and (2) the communication does not expressly advocate the election or defeat of a candidate, a ballot proposition, or an initiative proposal.
