(a) If the department's records show that a person has accumulated a sufficient number of offenses to be identified as a problem driver or the department receives a report from a law enforcement agency indicating substandard driving behavior, the department may require the person to appear for a driver improvement interview before a hearing officer. (b) Upon a determination that a person should appear for a driver improvement interview, the department will determine the time and place and will serve upon the person a written notice by certified mail of the interview at least 15 days before the interview is to take place. (c) The notice of the interview will inform the person that the person has been identified, through traffic offenses or an incident report, as a problem driver and that if the person does not appear for the interview at the time and place specified or does not contact the department to request a delay, the person's driver's license will be suspended for one year or until the person appears for the interview, whichever occurs first. (d) If the department requires a problem driver under the age of 18 years to appear for a driver improvement interview, the department may also request the appearance either or both of the minor's parents, the minor's legal guardian, or the person having custody of the minor driver.
