The department may issue a temporary permit to an applicant for a driver training school or instructor license under this chapter while the department is completing its investigation and determination of all facts relative to the issuance of the license. A temporary permit issued under this section allows the operation of a driver training school, or the instructing of student drivers or both, as specified on the permit, for a period not to exceed 60 days. The temporary permit is invalid when the license is issued or denied under this chapter or at the expiration of 60 days from the date of issuance, whichever occurs first.
