  • 	(a)  All correspondence with the commission should be addressed to the commission at its principal office.  
    	(b)  A written communication to the commission, except a notice of intent to permanently transfer an entry permit, is officially submitted to, filed with, and received by the commission when postmarked, or delivered to the commission's office, a commission employee, or agent designated by the commission. A notice of intent to permanently transfer an entry permit is submitted to, filed with, and received by the commission only when it is delivered to the commission's office, a commission employee, or agent designated by the commission.  
    	(c)  No correspondence signed by an individual staff member or commissioner shall be deemed to state an official determination or decision by the commission unless the signature is preceded by the recital "By Direction of the Commercial Fisheries Entry Commission." The presence of this recital constitutes presumptive evidence that the signatory has been delegated authority to state the commission's action in the particular matter.
