(a) Past Participation and Economic Dependence. The commission will award a maximum of 36 points to an applicant for participation in, and economic dependence on, the Southeastern Alaska Dungeness crab pot fishery. Applicants who harvested and sold Dungeness crab from the fishery over the January 1, 1988 - January 2, 1992 time period will be awarded points for the years in which they participated according to the poundage threshold established for each year, as follows: Year Pounds/Year Points 1991 At least 1,900 pounds 26 Less than 1,900 pounds 11 1990 At least 800 pounds 19 Less than 800 pounds 8 1989 At least 500 pounds 12 Less than 500 pounds 5 1988 At least 1,000 pounds 5 Less than 1,000 pounds 2 (b) Consistent Participation and Economic Dependence. The commission will award a maximum of 30 points to an applicant for consistent participation and economic dependence based on the number of statistical weeks of the year in which the applicant commercially harvested the resource as a gear operator or based on the total poundage the applicant commercially harvested in a year, as follows: Year Weeks of Participation Pounds/Year Points 1991 at least eight weeks, or 13,600 pounds 20 1990 at least eight weeks, or 8,100 pounds 15 1989 at least six weeks, or 6,000 pounds 10 1988 at least eight weeks, or 10,900 pounds 5
