	(a)  The commission finds that special circumstances exist requiring the use of the point system in 20 AAC 05.806 - 20 AAC 05.809.  
	(b)  The commission establishes a point scale of 0 - 24 for the Southeastern Alaska geoduck clam dive fishery.
