	(a)  The commission finds that special circumstances exist requiring the use of the point system in 20 AAC 05.812 - 20 AAC 05.815.  
	(b)  The commission establishes a point scale of 0 - 45 for the Southeastern Alaska sea cucumber dive fishery.
