Section 20.17.130. Formal complaints.

(a) A person claiming damage or loss under AS 14.48.130 must file a signed formal written complaint on forms provided by the commission. The formal complaint must set out in detail (1) the nature of the complaint and specific allegations; (2) the documentation and other information to support the allegations; (3) a description of the complainant's attempts to resolve the matter of the complaint with the institution; (4) the outcome desired by the complainant; and (5) justification under AS 14.48 or this chapter for the desired outcome. (b) Within 10 days after receipt of a written complaint, the commission staff shall acknowledge receipt to the complainant and shall inform the involved institution of the complaint filing. (c) Upon the request of a complainant, the commission staff shall provide information regarding AS 14.48 and this chapter to assist a complainant with completion of the complaint form. The commission staff may not complete complaint forms on behalf of a complainant. (d) A complaint initiated by the commission under AS 14.48.050(8) will be investigated under 20 AAC 17.145. (e) The executive director may initiate a complaint on behalf of an individual student or a group of students.
