(a) No later than March 31 of each year, an operator shall file with the commission a report on completed development or service wells that have been shut in for 365 days or longer as of January 1 of that year. The report must provide (1) the current known mechanical condition of the well, including the condition of installed tubing and casing strings; (2) the date the well was shut in and the circumstances surrounding the decision to shut in the well; and (3) an analysis of the future utility of the well. (b) The commission will require an operator of a shut-in well to file additional information as the commission considers necessary to ensure that freshwater and hydrocarbon sources are protected.
