(a) Before commencement of regular production from an oil or gas pool, the operator shall submit to the commission a plan of reservoir development and operation for the pool or the portion of the pool for which development is contemplated by the operator. (b) Unless otherwise ordered by the commission, the operator shall submit to the commission annual progress reports under the plan of reservoir development and operation. Any amendments and updates to the plan also must be submitted at least annually. (c) The plan of reservoir development and operation must provide for (1) the prevention of waste; (2) the protection of correlative rights; and (3) a greater ultimate recovery of oil and gas.
