(a) The commission will, in its discretion, issue subpoenas. (b) Upon a written request, the commission will, in the commission's discretion, issue a subpoena for the production of books, records, papers, or other documents of any sort. The applicant must establish a proper relation to the matter, and must show the relevance of the evidence sought and the facts expected to be proved by that evidence. (c) Upon a written request, the commission will, in the commission's discretion, issue a subpoena requiring the attendance of a witness for the purpose of taking oral testimony before the commission. The applicant must establish a proper relation to the matter and give the name and address of the desired witness.
