(a) An applicant for a workshop grant may request a grant in any amount. However, workshop grants may only be used to (1) pay the fees of the workshop instructors; and (2) cover all or a portion of the travel expenses of the workshop instructors. (b) An application for a workshop grant will not be approved unless the grant application provides a balanced budget reflecting a cash or in-kind match that has been determined by the council on the basis of availability of appropriations from the legislature. (c) The majority of participants in the workshop must be over 18 years of age.
