(a) The ombudsman may maintain and release summaries of closed complaints in order to assist in the management of the state government programs, respond to inquiries about the performance of state government programs, and to inform the public and the legislature about the performance of the ombudsman. The summaries may not contain information identifying a complainant, and may not contain a confidential record obtained from an agency. (b) Release of the summary of a closed complaint must be approved by the appointed ombudsman or by an acting ombudsman empowered to carry out the ombudsman's duties specified in AS 24.55.190 and AS 24.55.200. (c) The ombudsman may disclose information about complaints as a statistical compilation, provided that the compilation does not identify a complainant or reveal a confidential record obtained from an agency.
