Section 22.05.106. Prisoner responsibility for electrical costs for major appliances.

  • 	(a)  Except as provided in AS 33.30.017(c), a prisoner who possesses a major appliance in a prisoner's cell is financially responsible for paying a monthly utility fee to help defray the cost of electricity to the facility.  
    	(b)  The department will, in its discretion, permit a prisoner to possess a television set in the prisoner's cell if the prisoner meets the requirements of AS 33.30.015(d). A prisoner permitted to possess a television set in the prisoner's cell possesses a television set with the understanding that the department will deduct the monthly utility fee and any applicable cable television service fee directly from the prisoner's prisoner fund account. A prisoner who fails to maintain a balance in the prisoner's prisoner fund account sufficient to pay the monthly utility fee and any applicable cable television service fee may not possess a television set.  
    	(c)  The utility fee established under (a) of this section is $3.00 per month. A prisoner who possesses a television set in the prisoner's cell for a portion of a month is responsible for the full utility fee for that month.  
    	(d)  For purposes of this section, "major appliance" means a television set.
