  • 	(a)  A prisoner may request any reading material that may be obtained through the state library system. A prisoner is not limited to the facility's collection, but may have access to the resources of the state library system through inter-library loan procedures established by the superintendent.  
    	(b)  A prisoner may purchase, subscribe to, and otherwise receive and read books, newspapers, periodicals, and pictorial materials, subject to inspection for contraband, except materials that are obscene, as defined in 22 AAC 05.660, or that could reasonably be expected to  
    		(1) aid an escape;  
    		(2) incite or encourage any form of violence or other criminal activity; or  
    		(3) have an adverse impact on the rehabilitation of the prisoner possessing the material or other prisoners who have access to it.  
    	(c)  Reading or pictorial materials delivered or sent to a prisoner at a facility must normally be given to the prisoner within 24 hours, excluding weekends and holidays, unless prohibited in accordance with the criteria set out in (b) of this section. Prohibited materials may be held as evidence, and then either stored with the prisoner's personal property or sent at the prisoner's expense to an address designated by the prisoner. A copy of the prohibited reading or pictorial material must be kept by the facility for documentation under this section.  
    	(d)  If reading or pictorial material is not given to a prisoner under (c) of this section, the prisoner must be given written notice within 30 days setting out the reasons, and must be given a reasonable opportunity to challenge the decision by filing a grievance under 22 AAC 05.185.
