The victims' advocate and staff of the office of victims' rights may initiate contact with a person whom the victims' advocate has reason to believe may be a crime victim as defined by law for the purpose of informing and explaining the person's crime victims' rights, and to determine if the person has been denied a crime victim right under the constitution and the laws of the state by a justice agency or a person. If the person contacted by the victims' advocate elects to file a complaint against a justice agency or person, the victims' advocate will process the complaint in accordance with AS 24.65 and this title in the same manner as any other complaint filed by another complainant.
