The victims' advocate may disclose to another confidential information or matters, other than a confidential record obtained from a court or justice agency, relating to a crime victim if the victims' advocate first obtains the written consent of the crime victim unless federal or state law or regulation specifically prohibits disclosure of the confidential information or matter in question notwithstanding the consent of the person about whom the confidential record or information relates.
