(a) In order to determine if a proposal is reasonably susceptible for award, communications by the procurement officer or the procurement evaluation committee are permitted with an individual offeror to clarify the contents of an offeror's proposal. (b) Clarification is limited to clarification of ambiguities or conflicts in the proposal and may not be a negotiation or allow for material changes to the proposal being evaluated. (c) The procurement officer may limit communications to only those offerors who submitted proposals requiring clarification in order to complete the evaluation of those proposals. (d) The evaluation by the procurement officer or the procurement evaluation committee may be adjusted as a result of a clarification under this section.
