Section 3.107.530. Evaluation of grant applications.

	(a)  The authority will appoint a committee consisting of employees of the authority to evaluate the grant applications, including any additional information requested by the authority under 3 AAC 107.520.  
	(b)  The committee must include at least one electrical engineer.  
	(c)  The committee shall first evaluate all the grant applications for line extensions to qualifying residences or small businesses.  
	(d)  To evaluate grant applications for line extensions, the committee shall determine whether each  
		(1) project is technically feasible and falls within accepted national utility standards for design and construction;  
		(2) applicant can obtain permits and rights-of-way within the time provided in the project schedule;  
		(3) proposed project start up and completion dates are realistic and the applicant can comply with 3 AAC 107.535(e) - (g);  
		(4) applicant can secure all necessary permits and other approvals within the time required in 3 AAC 107.535(f) and (g);  
		(5) project is financially feasible, and whether the applicant demonstrates that it has the money available to meet the matching fund requirements of 3 AAC 107.515;  
		(6) application and all of its supporting documentation provide sufficient information to determine eligibility for award of a grant;  
		(7) applicant has met the requirements of eligibility for a grant under AS 42.45.200.  
	(e)  The committee shall recommend that an application be denied if it does not satisfy the requirements of (d) of this section.  
	(f)  The committee shall rank eligible applications on the basis of the lowest eligible project costs per new customer by dividing the total number of small businesses and primary residences for which there are signed commitments to purchase power at the time of application into the total eligible project costs.  
	(g)  If money would still be available in the fund after all eligible line extension grants are determined, the committee shall rank eligible applications for improvements to existing utilities according to the following priorities:  
		(1) the proposed improvement will remedy a condition that affects the life, health, or safety of residents in the utility's service area;  
		(2) the proposed improvement will eliminate one or more existing state or federal code violations; or  
		(3) the proposed improvement will increase the efficiency of the applicant utility's operating system.  
	(h)  The committee shall provide the authority with a written report stating the reasons for recommending each grant. The report will be available to the public after the grants have been awarded.   
	(i)  Subject to the availability of appropriations and providing that the applicant meets the requirements of 3 AAC 107.500 - 3 AAC 107.550, the authority will award the grants based upon the committee's recommendations and will notify all applicants of the authority's decision.
