(a) One or more of the following project delivery methods may be used for procurements related to design; construction, routine repair, maintenance, management, or operations for projects or facilities of the grantee: (1) design-bid-build; (2) construction management; (3) construction management with the general contractor at nsk; (4) design-build; (5) design-build-operate-maintain; (6) design-build-finance-operate; (7) any variation of the methods described in (1) - (6) of this subsection. (b) Participation in a report or study that is subsequently used in the preparation of design requirements for a construction project does not automatically disqualify a firm from participating as a member of a proposing team offering proposals under any of the project delivery methods described in (a) of this section, unless the procurement officer determines that participation by the firm in the report or study provided that firm with a substantial competitive advantage. (c) Subject to the review and approval of the chief procurement officer, a construction procurement may be solicited by an invitation to bid under 3 AAC 109.220, a request for proposals under 3 AAC 109.350, multi-step bids or proposals under 3 AAC 109.160, or another procurement method under 3 AAC 109.450 - 3 AAC 109.500.
