(a) An application is considered abandoned if the department does not receive any written communication from the applicant or licensee for 90 days after the department assigns a notice of deficiency to the record of the applicant or licensee in the registry. In this subsection, "written communication" includes communication by electronic mail. (b) An abandoned application is denied without prejudice and all fees are forfeited.
