(a) After the completion of a peer review under AS 37.17.090(b) and 3 AAC 233.070, the board will evaluate and make a determination on a final proposal. (b) The board will make an evaluation of and determination on final proposals consistent with the evaluation factors set out in the proposal solicitation and corrections or modifications of the solicitation, if any, that apply to the proposal. (c) The board will, in its discretion, award a grant in an amount less than the amount sought in the final proposal. (d) If the board accepts a final proposal, the board will send the applicant a written notification that sets out the amount of the grant and the general terms and conditions for the board's acceptance. (e) If the board rejects a final proposal, the board will send the applicant a written notification that states the reasons for the rejection. The foundation will retain, for at least two years, at least one copy of each proposal that has been submitted to the foundation. The foundation will return the original preproposal or final proposal to an applicant at the applicant's request. (f) The foundation will not reimburse an applicant for fees or costs that the applicant incurs in the preparation of a preproposal or final proposal. The applicant may not pay for or offset fees or costs for preparation of a preproposal or final proposal with grant money provided by the foundation. (g) The board is not required to provide money for a proposal submitted in response to a solicitation if the board determines that the proposal does not meet the criteria of AS 37.17.
