  • In hearings of several proceedings upon a consolidated record, the presiding officer shall designate who shall open or close. Intervenors shall follow the party named in the petition to intervene. If the intervenor is not an original party, the presiding officer shall decide the stage at which the intervenor will be heard. When two or more proceedings are heard at the same time and place, the proceeding having the lowest docket number must be heard first if all parties are ready. The presiding officer may direct a different order to suit the convenience of the parties.
