Before approving a project financed under AS 44.88.172, the authority shall prepare a finance plan in conformance with AS 44.88.173(a) - (c). If the project involves a partnership or joint venture with another entity, the finance plan will provide the information required in AS 44.88.173 on the entire project. The finance plan shall be submitted to the State Bond Committee, the governor, and legislature before issuing bonds or otherwise incurring debt for the project.
