(a) Once the authority determines that the requested development project financing is proper under the project development financing program and that a complete application has been submitted for review, the authority will notify the project applicant in writing that the full application is deemed complete. (b) After payment of the application fee, a completed full application will be reviewed by a project financing committee for the purpose of making a recommendation to the board about the requested financing. The project financing committee for the development project finance program will consist of one or more of the authority's employees the executive director may designate. With the executive director's approval, the project financing committee may engage and consult professional advisors, counsel, and consultants in considering an application. (c) The project financing committee may request modifications to the completed full application or changes in the terms of the requested financing.
