(a) A governing body, district advisory board, or nonprofit organization located in the state, or a teacher or principal employed by a public school in the state may apply for a grant through a district located in the state to improve public school performance in that district. A grant awarded will be disbursed to the district through whom the application is made. (b) An applicant or a district may submit more than one project proposal as part of a grant application to the commissioner. The total amount of all projects proposed by a district may exceed $50,000 for the year, but no one project proposal shall be for an amount less than $5,000 or greater than $50,000. (c) The commissioner may aggregate proposed projects from a district's grant application into one grant award that does not exceed $50,000 for the year.
