(a) Records in the state archives are the property of the state in both the physical and legal custody of the state archives. As legal custodian, the state archivist shall permanently preserve the records for legal, administrative, and historical purposes. (b) Records in legal custody of the state archives may not be removed from the physical custody of the state archivist, without the written permission of the state archivist.
