  • 	(a)  If an applicant disagrees with the commissioner's action regarding the issuance, renewal, denial, amendment, or revocation of an educational fishery permit, the applicant, within five days after receiving notice of the commissioner's action, may request the commissioner to reconsider the commissioner's action. A request for reconsideration must be in writing and must state the facts supporting a reversal of the commissioner's action. Within 10 days after receiving a request for reconsideration, the commissioner will respond to the applicant in writing and either grant or deny the request.  
    	(b)  If the commissioner grants the request for reconsideration under (a) of this section, the commissioner will issue a decision on reconsideration within 15 days after the request for reconsideration was received.  
    	(c)  The commissioner's decision to deny the request for reconsideration or the commissioner's decision on reconsideration will be the department's final administrative determination for purposes of appeal to the superior court.
