Section 6.25.580. Rejection of by-mail ballot.

  • The ballot of a voter voting an absentee ballot by mail will not be counted if  
    		(1) the voter's qualifications under AS 15.05.010 and registration under AS 15.07  cannot be verified;  
    		(2) the voter's registration has been inactivated under AS 15.07.130(b) and the voter's prior registration for either of the two most recent general elections cannot be verified;  
    		(3) the voter did not apply for the ballot as required by AS 15.20.081;  
    		(4) the ballot is postmarked, or signed and attested to, after election day;  
    		(5) the ballot is not received by the deadlines established in AS 15.20.081(e) and (h), unless there is a recount at which the ballot may be counted under AS 15.20.480;  
    		(6) the ballot is delivered to the division after election day by means other than by mail;  
    		(7) the voter failed to provide an identifier required by 6 AAC 25.510;  
    		(8) the voter failed to sign the voter's certificate;  
    		(9) the voter failed to have his or her ballot witnessed as required by AS 15.20.081(d) and 6 AAC 25.570; or  
    		(10) the voter is a first-time voter who initially registered by mail or electronic transmission and has not met the identification requirements set out in AS 15.07.060 and did not provide proof of identification under AS 15.20.081(f).
