  • 	(a)  Applications for grants from the fund must be made on forms provided by the Office of the Governor and the Department of Commerce, Community, and Economic Development.  
    	(b)  Applications from municipalities, unincorporated communities, and nonprofit corporations must be made to the Department of Commerce, Community, and Economic Development.  
    	(c)  Applications will be evaluated at the time received; however, the governor will, in his discretion, defer the award of a grant to an applicant if additional information or an application of higher preference or priority is anticipated.  
    	(d)  Grants will be administered by the state agency that oversees each program area.
