If two or more applications are received from entities proposing to provide substantially the same aid, goods, or services to substantially the same recipients, the grant will be awarded to the more qualified applicant, taking into consideration the cost of the proposals and the ability of the applicants to efficiently and effectively provide the proposed aid, goods, or services.
