  • The State Registrar shall issue such instructions as are necessary for the carrying out of the provisions of the Vital Statistics Act, related laws, and regulations based thereon, as well as for any other duties assigned to the bureau. Such instructions shall be for the purpose of explaining, expanding the detail of, and implementing such laws and regulations; and when not inconsistent with existing laws or regulations, these instructions shall be binding on the persons charged with administering the provisions of the Vital Statistics Act. Detailed instructions shall be furnished to magistrates, local registrars of vital statistics, and any others who are responsible for collecting vital records; and to those persons - such as physicians, nurses, funeral directors, and ministers - who are generally responsible for completing and filing vital records.
