Each local registrar of vital statistics, whether he be a magistrate or other appointee, shall have assigned to him a well-defined registration district. Such local registrar shall be responsible for seeing that a proper record is filed for each birth, death, fetal death (stillbirth), and marriage occurring within his registration district. The responsibility for completing and filing such certificates shall be as designated in the Vital Statistics Act, and regulations and instructions issued thereunder. Whenever a certificate is not filed promptly and properly, the local registrar shall attempt to secure such certificate from a responsible person. In case no such responsible person is available, or able to comply, the local registrar shall complete and file the certificate himself, from the best information obtainable.
