As used herein: (1) "correction" means any change or addition made at the time a certificate or record is being filed to make it more accurate or complete, and therefore more acceptable for filing; after filing but before registration, changes made to clarify or correct the writing or spelling on the certificate or record, and the addition of missing or incomplete items; and after registration by the bureau, the same as after filing plus changes and additions due to queries sent out from the bureau for additional information, when made within one year of the date of the event the certificate or record certifies to, provided such change or addition is not of major legal significance in the judgment of the State Registrar; (2) "amendment" means any other change or addition made to a certificate or record.
