Institutions, doctors, nurses, midwives, funeral directors, embalmers, churches and members of the clergy, local, state, and federal officials or agencies, including military, or any others affected by or having duties under the Vital Statistics Act and related laws and regulations shall make and keep such necessary records as are required hereunder or by the State Registrar. Such records shall be maintained for a period of not less than five years, and shall be open to inspection by the State Registrar or his representative upon his request.
