In determining priorities under AS 18.29.035 for direct incentive payments, the commissioner will give priority to experienced health care professionals over less experienced health care professionals. For purposes of this section, the commissioner will consider both the type and the length of the health care professional's relevant work experience as a licensed health care professional in that health care profession.
