(a) Before a person, association, union, corporation, contractor, or other entity may undertake a program to train and certify persons under AS 18.31.200, the person, association, union, corporation, contractor, or other entity must submit to the department an application, as described in 8 AAC 61.630, and obtain approval of the program from the department. (b) Before a contractor may undertake work to abate an asbestos health hazard, the contractor must submit to the department, and receive approval of, a plan that assures that its employees are certified as required under 8 AAC 61.600. The plan must include (1) the names and certificate numbers of the employees who will be employed to abate the asbestos health hazard; (2) the starting and ending dates of the abatement project; and (3) the location of the abatement project. (c) The plan required under (b) of this section, as approved by the department, must be available at the asbestos abatement worksite.
