Section 8.97.400. Telephonic participation.

  • 	(a)  The labor relations agency will, in its discretion, allow the hearing officer and one or more parties, witnesses, representatives, or agency members to participate telephonically in a hearing in the absence of substantial prejudice to opposing parties. Regardless whether telephonic participation is used, a party or representative may be physically present at the same site as the witness.  
    	(b)  A request to participate by telephone must be filed with the agency no later than the date the witness list for the hearing is due. A copy of the request must be served in accordance with 8 AAC 97.015. The party making the request shall contact the labor relations agency to arrange the telephone call.  
    	(c)  Upon convening a telephonic hearing, the hearing officer shall  
    		(1) recite the date, time, case name, case number, names and locations of parties and representatives, and the type of hearing to be held;  
    		(2) make sure that statements made by participants are audible to all participants;  
    		(3) instruct the participants on how the hearing will be conducted, including the requirement that, in order to preserve the record, speakers must identify themselves each time they speak.
